For the first time in two decades, the Hotel Graystone will soon have legal occupants. Ellicott Development is putting the finishing touches on 42 market-rate apartments in the landmark building. Webster Block LLC, an affiliate of Ellicott Development Company, purchased the attractive three-story industrial property yesterday from Framing Hope Foundation Inc. for $225,000. The property had been listed by Hastings + Cohn Real Estate with a $395,000 asking price.

William Paladino, CEO of Ellicott Development, received strong support from Port Jervis officials Tuesday night for plans for a new 14,900-square-foot Rite Aid in conjunction with rehabilitation of Pike Plaza.
