Buffalo News: Allentown senior housing to focus on independent living as Ellicott takes over project

A proposed senior housing project planned for Buffalo’s Symphony Circle neighborhood will be geared toward upscale independent living for seniors, rather than the originally planned assisted-living facility.

The $30 million project, which was previously approved last year by the city, has been taken over by Ellicott Development Co., which replaced an out-of-own firm that had previously partnered with the owner of the former Nazareth Home.

The planned Symphony Circle Active Living facility will include a four-story masonry building with 119 senior apartments.

Buffalo News: Ellicott Development plans trio of projects in downtown Buffalo

Carl and William Paladino’s Ellicott Development Co. is proposing a trio of reuse projects in and around downtown Buffalo, planning a mixture of commercial and residential space in each as it works to bring the vacant buildings back to life.

The three historic renovation projects, each of which will come before the city Planning Board for consideration, would create a total of 18 new apartments and several floors of new office space on both the east and west edges of the city’s central business district. Ellicott is working with the State Historic Preservation Office on all three projects, which would qualify them for lucrative state and federal historic tax credits to finance the combined $18.8 million price tag.

Construction on Ellicott Development Co.’s latest Buffalo project has reached a key milestone.

The four-story, 44,000-square-foot building, being built by Concept Construction Corp., has reached its halfway mark and is on pace to open later this year.

Designed by Kideney Architects, the $8 million, privately-financed project, located at 905 Elmwood Avenue, replaces a dilapidated gas station that operated at the corner of Elmwood Avenue and W. Delavan Street.

Work began last year.

In a sign that construction is about to begin on a proposed Elmwood Village project that will bring a restaurant and new apartments, Ellicott Development has closed on parcels its to construct the building.

Ellicott Development paid $1.2 million for the vacant Elmwood Delavan Food Mart property at 905 Elmwood Ave. and two adjoining West Delavan Avenue properties, according to documents filed in the Erie County Clerk’s Office.

With the properties now under its control, Ellicott Development will start prepping the properties for construction of the four-story building planned for the corner of Elmwood and Delavan avenues. The project carries a $10 million development price tag.

Ellicott Development has increased its already vast real estate holdings by acquiring a lower West Side building and is poised to purchase an Elmwood Avenue restaurant.

In separate deals, Ellicott Development — through its 8112 Group LLC affiliate — purchased Pooley Inc.’s headquarters at 207 W. Huron St. Ellicott paid $300,000 for the building.

William Paladino, Ellicott president and CEO, said he is considering a number of options at the site.

“We will repurpose the building for something,” Paladino said. “The bottom line is that this is a good buy for a building in a good location.”

BUFFALO — Along a bend in the Buffalo River here, an enormous steel and concrete structure is rising, soon to house one of the country’s largest solar panel factories. Just to the south, in the rotting guts of the old Bethlehem Steel plant in Lackawanna, where a dozen wind turbines already harness the energy blowing off Lake Erie, workers are preparing to install a big new solar array.

And in Lockport, to the north, Yahoo recently expanded a data and customer service center, attracted by the region’s cheap, clean power generated by Niagara Falls.

After decades of providing the punch line in jokes about snowstorms, also-ran sports teams and urban decline, the Queen City of the Lakes is suddenly experiencing something new: an economic turnaround, helped by the unlikely sector of renewable energy.

The change in Buffalo is so evident that parents who once told their children to seek their fortunes elsewhere are now telling them to come back.

Plans to renovate a century-old Buffalo school into a mixed-use, residential-based project tops three new undertakings that Ellicott Development wants to add to its still-growing Buffalo development pipeline.

And, each of the projects is taking place in different parts of the city.

Company representatives will be meeting with the Buffalo Planning Board on July 14 to seek approval for:

• A joint venture with Sinatra & Co. to renovate the vacant former School 56, or Frederick Law Olmsted School, at 722 W. Delavan Avenue into a resident-based development anchored by 33 market-rate apartments and some limited office space that may be leased to not-for-profit entities.

The rehabilitation of Pike Plaza by Ellicott Development Co. is moving forward, according to Port Jervis Mayor Kelly Decker, who said he has spoken weekly with Ellicott CEO William Paladino.

‘Very open to ideas’ as Paladino, partner buy Buffalo River parcel

Development along the Buffalo River is picking up more steam as Carl Paladino and investment partner Victor Liberatore teamed up Wednesday to bid $2.17 million at a public auction and buy waterfront property next to the RiverWorks entertainment facility.

Paladino, founder and chairman of Ellicott Development Co., said he didn’t have any specific plans yet for the 13-acre parcel at 201 Ganson St., former home of Man O’ Trees. Indeed, he hadn’t even originally planned on bidding.

“Our plans are very fluid. We’re very open to ideas,” he said. “I’m not thinking of anything right now. When I got up this morning, I wasn’t planning on buying anything.”

But he cited strong potential for the property, which currently has five buildings totaling 54,544 square feet.

BUFFALO. N.Y. (WIVB) — Expansion in the Queen City demands more housing.

The approach? Several new luxury apartment options downtown.

Kristan Andersen, Vice President of real estate firm Gurney Becker & Bourne has been renting apartments here for years.

She told News 4 she’s seeing new trends.

“The prices have gone way up in the rental market,” she said.

Just five years ago, three-bedroom apartments rented for around $1,000 a month downtown; the going rate for new luxury apartments in the same area is around $1,500 for a one-bedroom.

For young people returning to Buffalo, the change is a shock.

“I was surprised at the rent. There were a lot of apartments that were between $700 and $900 for like a one bedroom or a studio,” said Buffalo native Michael Wysochanski.

The redevelopment of Ohio Street in the Old First Ward is gaining traction, as Ellicott Development seeks final approval for a planned mixed-use residential and commercial project facing the Buffalo River.

Ellicott is seeking approval from the Buffalo Planning Board to build a five-story, 54,000-square-foot building at 399 Ohio, next to Buffalo RiverFest Park, with 21 apartments on the top three floors, office space on the second floor, and a first-floor restaurant. The project, which will include both one- and two-bedroom apartments, received a variance from the Zoning Board of Appeals in February.
